South Korea is making great strides in defence exports, jumping to eighth place in the world in 2022 with $17 billion in defence export contracts.
With the rise of K-defense under a rapidly changing global security environment, such as the Russia-Ukraine war and the US-China conflict, Mr. JUNG, who was introduced as an expert in dispute/arbitration and extensive legal advice, said, "In terms of technology ownership, I think it is efficient for the state to have control and implementation rights in terms of national security, but to leave ownership rights to companies, institutions, and universities that have boldly researched and developed technologies to expand their commercialisation. We have come to the point where joint ownership is possible, but the scope of joint ownership is limited to non-profit organisations. In fact, if a company that has researched and developed technology and know-how wants to export arms, it must receive a technology transfer from the government and pay a transfer fee, which I think is a policy that is out of step with reality. We need to break away from the fixed concept of cost recovery and allow companies to take ownership and autonomously use them to enhance the value of R&D outputs."
